OVERVIEW OF THE SIX NATIONAL COUNCIL PROPOSALS

Six proposals will be carefully considered and voted on at the National Council Session.  These proposals include a number of amendments to the Girl Scout Constitution.  These constitutional amendments are based on recommended best practices for large, national nonprofits.

Proposal 1 consists of 6 changes to the Constitution of an editorial nature.
Proposal 2 has three parts.  Each relates to the National Council.  Parts 1 and 2 focus on a reduction in size of membership body, and how the formula would be adjusted.
  • Part 1:  size of the membership body
  • Part 2:  delegate formula
  • Part 3:  how a special session is called
Proposal 3 is for an increase in the membership dues.
Proposal 4 seeks to remove language related to requirements for a ballot vote.
Proposal 5 centers on broadening the role of the National Nominating Committee, which would strengthen the National Board, and other changes to align GSUSA with best practices in the not-for-profit sector.
Proposal 6 is in two parts and seeks to remove barriers to creating more flexible membership options in the future.
